Q: What is thebackground of the opinion?

A: For a longtime, the private economy has played a positive role in stabilizing growth,promoting innovation, increasing employment and improving people's livelihood.It has become an intrinsic factor of China's economic system and an importantforce for promoting sustained and healthy economic development. In terms of taxrevenue, the share of private enterprises increased from 48% to 59.6% between2012 and 2021. In terms of employment, from 2012 to 2022, the employment shareof designated private industrial enterprises will increase from 32.1% to 48.3%.In terms of quantity, from 2012 to 2022, the number of private enterprisesincreased from 79.4% to 93.3%. In foreign trade, private enterprises havebecome the largest foreign trade entity since 2019, accounting for 50.9% in2022.
